The Problem
Years ago, a friend in Panama told me a story about her sister.
Her sister had moved to the United States when she was young and lived there for decades. At some point, she developed a serious and unusual illness. Over time she saw numerous doctors, underwent extensive testing, spent a considerable amount of money, and continued to decline.
Eventually, after years without an effective diagnosis, she was told that her condition could not be adequately explained and that she should prepare for the possibility that she would die from it.
Believing that she had little time remaining, she returned to Panama to be near her family.
There, according to the story told to me, a physician approached her condition differently. Rather than examining the problem primarily through a particular specialty, he considered what was happening across the body as a whole. He identified what he believed was causing her illness, treated it, and over time she recovered.
What stayed with me was the explanation my friend said the physician gave her.
The problem was not that the American doctors were poorly trained. Quite the opposite. They were extraordinarily well trained.
But they were also highly specialized.
Each had become exceptionally capable of understanding a particular part of an extraordinarily complex system.
The Panamanian physician believed his own training had encouraged him to begin differently: by looking first at the relationships within the whole.
Whether or not every detail of that explanation would withstand medical scrutiny is not the point. I have carried the story with me because it illustrates a problem that extends far beyond medicine.
A system can be composed of highly competent specialists making individually rational decisions and still produce a collectively irrational outcome.
That is one way to understand what has happened to development.
The Failure of the Whole
Modern development is extraordinarily sophisticated.
Architects understand buildings.
Civil engineers understand infrastructure.
Transportation engineers understand movement.
Hydrologists understand water.
Environmental specialists understand ecological impacts.
Utility engineers understand energy and distribution systems.
Economists understand markets.
Developers understand feasibility, capital, construction, and demand.
Planners understand land use and regulation.
Governments understand public infrastructure, taxation, codes, and administration.
Financiers understand risk and return.
Each discipline solves real problems, and modern life would be impossible without much of the knowledge these disciplines have accumulated.
The problem is not specialization itself.
The problem arises when specialization is mistaken for understanding the whole.
A transportation engineer may successfully increase vehicular throughput while making walking less desirable and dangerous.
A developer may successfully maximize the economic use of land while consuming productive or ecological capacity.
A planner may successfully separate incompatible land uses while inadvertently separating the ordinary functions of daily life.
A utility may successfully provide abundant water while allowing development to become dependent upon increasingly distant sources.
An architect may create an exceptional house whose occupants nevertheless require an automobile for nearly every ordinary human need.
A school may be excellent while being physically organized so that every child must be transported to it.
A supermarket may provide extraordinary abundance while further separating people from any understanding of where their food originates.
A residential community may provide beautiful houses, security, recreation, and landscaping while offering remarkably few opportunities for productive life, spontaneous encounter, childhood independence, or meaningful participation in the systems that sustain it.
None of these outcomes necessarily result from a bad decision.
That is precisely the problem.
They can emerge from a succession of good decisions made within boundaries that are too narrow to perceive their combined consequence.
The Accumulation of Rational Decisions
This suggests that indiscriminate development should not be understood simply as careless development.
It is more subtle than that.
Indiscriminate development can be highly planned.
It can be engineered.
It can be regulated.
It can be profitable.
It can be attractive.
It can win design awards.
It can comply with every applicable standard.
And yet the accumulated result can progressively diminish the capacity of a place to support the quality of human life we actually desire.
One development adds houses.
Another adds commercial space.
Another extends a road.
Another consumes agricultural land.
Another increases water demand.
Another requires additional electrical infrastructure.
Another generates traffic that justifies a wider road.
The wider road makes walking less attractive.
Greater distances encourage more driving.
Commercial activities consolidate around vehicular access.
Children become increasingly dependent upon adults for transportation.
Food production becomes geographically distant.
Work separates from home.
Nature becomes somewhere one travels to experience.
Public life becomes something deliberately scheduled rather than routinely encountered.
Each individual change may have an explanation.
The pattern emerges only when we look at the whole.
This is the central failure:
We have become extraordinarily capable of optimizing the components of development without necessarily taking responsibility for the human system those components collectively produce.
Indiscriminate Development
Indiscriminate development, then, is not defined simply by the absence of planning.
It is development that adds people, buildings, infrastructure, and economic activity without adequate responsibility for the cumulative capacities, relationships, dependencies, and conditions of life that result.
Every additional population creates demand.
It requires water.
It consumes food and energy.
It produces waste.
It requires movement.
It occupies land.
It requires livelihoods.
It places demands upon ecological systems, infrastructure, public spaces, institutions, services, and surrounding communities.
These demands are not failures. They are consequences of human settlement.
The failure occurs when development introduces them without taking corresponding responsibility for the capacities necessary to support them at the standard of life the settlement intends to maintain.
Over time, the contradiction becomes visible:
The place becomes larger while becoming less capable.
More buildings do not necessarily produce greater capacity.
More infrastructure does not necessarily produce greater resilience.
More economic activity does not necessarily produce greater agency.
More amenities do not necessarily produce stronger community.
And greater population does not necessarily produce a better place to live.
Then What Replaces It?
Intentional Development
Intentional Development begins by accepting responsibility for the combined outcome. It asks not merely whether each component works, but whether the relationships among those components create the conditions for the kind of human life the place exists to support. Instead of beginning with: How much development can this land accommodate? we begin with: What kind and scale of human life can this place support at the standard of life we intend to maintain? The objective is not merely human survival. It is not the maximum population technically supportable by available water, infrastructure, land, food, energy, or transportation. Human beings can survive under remarkably poor conditions. The objective is to create and maintain the conditions for a high standard of human life—one characterized by dignity, agency, connection, capability, meaningful work, productive participation, health, security, beauty, ecological integrity, resilience, opportunity, and the ability of future generations to shape the place they inherit. Development therefore becomes something fundamentally different.Development becomes an instrument for intentionally creating and maintaining the capacities and relationships necessary for a high standard of human life.
That is the different logic.
And it requires us to reconsider the fundamental unit through which development occurs.
Not simply the lot.
Not the house.
Not the hectare.
Not the square meter.
Not the unit sold.
But rather:
